It’s Fair Housing, Not Fear Housing

Rommel Anacan (pronounced "Roh-mel Ana-kin") is one of the most dynamic, entertaining and educational speakers in the multifamily industry today. Like many of you he is a multifamily veteran, having worked at all levels of the industry from onsite to corporate, where he developed a reputation for solving common industry challenges in uncommon ways. Today, as the president of The Relationship Difference, he works with leading companies, organizations and people nationwide helping them achieve their maximum potential and performance by "Igniting Life-Giving Transformation" wherever he goes! Hoarding/Responding to a Mental Health Crisis
Presenters: Members of Multnomah County Hoarding Taskforce, Jill Williams, Matthew Strickland, George Fetzer, Miley Flowers and Jenna Haley

If you encounter a resident where hoarding is present, or exhibiting behaviors consistent with compromised mental health, standard lease violation remedies likely aren’t sufficient to gain compliance. This class will overview communication strategies to quickly start to hold residents responsible, yet afford the additional time or resources needed to ensure their lease compliance.
Roundtable for Maintenance Best Practices
Presenters: Carolina Abdalah, Ryan Ridgeway and Zach Howell
Room C124
Maintenance staff end up having the most interactions with residents and are far more likely to enter residents’ homes as a part of their duties. There are many scenarios unique to maintenance staff that have the potential fair housing liabilities. This class will detail the fair housing protocol and policies that maintenance teams ought to adapt and consistently demonstrate.
Resident on Resident Complaint Response

Just like landlords and property managers must adhere to fair housing laws communicating with applicants and residents, it also falls onto landlords and property managers to take action when they become aware residents are breaking fair housing laws. This class will discuss several examples of resident on resident harassment with step by step instructions to document and resolve issues.

Race Against the Past
Introduction by: Ed Washington

Ed Washington was born in Birmingham, Alabama and moved to Oregon with his family in 1944. They lived in Vanport from 1944 until 1948, having to flee from the Vanport Flood. His family moved around Portland for the next two years until settling in NE Portland near Irving Park in 1950. He attended Irvington Elementary, Grant High School and Portland State University. Mr. Washington was married for 39 years and has been widowed for 20 years. He has two sons busy in their careers in high tech and the other an airline pilot turned Nike executive. Mr. Washington is now semi-retired working at part time for Portland State University as the Director of Community Outreach and Engagement. During the 1990’s he served as a Metro Councilor. Mr. Washington looks forward to sharing his experiences growing up in Portland and how fair housing laws has impacted his life. He says, “It’s always good to be reminded how important it is to be able to live where you want. He was interviewed in the ”The CBSN Originals documentary Race Against the Past examining the history of racism in Oregon including the rise of the Ku Klux Klan in the 1920’s, identifying original language in the Oregon Constitution, recent and past racial violence, and the history of the city of Vanport and its flood 70 years ago in 1948.

Did you know that nearly 1/3 of Americans have a criminal record? In 2016 HUD released a change in rules for criminal convection criteria allowed in landlord and property manager’s written rental criteria. Blanket policies of “no felons” are no longer an option. The Multifamily NW Rental Application’s sample rental criteria has been thoroughly updated for compliance including the requirement for offering individualized assessments if an applicant requests it from being denied due to a criminal history.

This session will build on the Race Against the Past documentary, exploring Oregon’s history of housing discrimination and segregation, the politics of passing the Fair Housing Act, 50 years of uneven progress and the challenges we face today. We will address dynamics statewide and focus on the experiences of different groups of Oregonians.

This session will explore the lifecycle of a fair housing complaint. Our presenter is from the Portland office of HUD (Bureau of Housing and Urban Development) whose office plays the role of the investigator for local allegations of housing discrimination.
