Form Collection Update from Eugene Ordinance No. 20670

On July 11, 2022, the City of Eugene passed Ordinance No. 20670 Phase I of their tenant protection policy goals, amending the Eugene Code regarding documentation and condition and application process of rental housing. M002 Oregon Rental Application & Criteria (Not Portland)

  • No changes to actual form
  • For TenantTech users the following instructions have been created to pop up on the edit screen, but not added to the form itself: 
    • "Landlords may not charge more than $10 for applicant's screening costs or the average cost of screening applicants, whichever is less."

M003 Agreement to Execute Rental Agreement

  • No changes to actual form
  • The City of Eugene will produce a notice of the Rights and Obligations of Landlords & Residents, and this will need to be included as a packet with the Execution Agreement when it is produced and made available by the city.

M007e Move-In & Out Inspection (Eugene)

  • New verbiage added to form:
    • On page 2 add: "I/we have received and reviewed this document. If not present with Owner/Agent, resident must send to: ___________________"
  • Instructions to pop up on the edit screen but not to be added to form: 
    • "Photo Documentation showing the condition of the rental housing including the condition of any appliance provided for use by residents must be attached to this form and sent to residents and both must be sent to the resident PRIOR to the date the resident begins occupying a unit."
  • Now available for Resident e-signature. 

M207e SF Move-In & Out Inspection (Eugene)

  • Same changes as M007 OR

M008e Statement of Deposit Accounting

  • No changes to actual form
  • Instructions to pop up on the edit screen but not to be added to form: 
    • "Photo documentation showing the condition of the rental housing including the condition of any appliance provided for use by residents must be attached to this form and sent to residents with this form."

New Form - Rental Reference

  • The City of Eugene will produce a new Rental Reference Form, which is due to be completed when the city also finalizes their Administrative Rules for this Ordinance. As soon as it is available, we will advise Multifamily NW members and Forms Collection users.
