Form Collection Changes from Portland's FAIR Settlement

On June 29, 2022, when the City of Portland accepted the settlement from the FAIR Ordinance lawsuit, it prompted several key changes to the law and updates to the Multifamily NW Forms Collection. Click here to read details of the FAIR Settlement:


M518 OR Notice of Security Deposit Rights (Portland)

This mandated disclosure form is verbatim from Portland City Code 30.01.087 Security Deposits; Pre-paid Rent and has been updated from the settlement.

M522 OR Unit Inventory (Portland)

Depreciation calculations are no longer necessary. The Unit Inventory has been significantly altered from the settlement.

  • Removed columns: Original Purchase Price, Original Purchase Date, Years Remaining, Depreciated Value / Cost to Replace
  • Removed Alternate Depreciation Calculation section
  • Removed Windows
  • Added Window Unit Air Conditioner
  • Added Curtain Rods
  • Added Hooks and Rods
  • Form is now 3 pages instead of 6

M524 OR Condition at Move-In (Portland)

Any third-party Validation has been removed.

  • Removed section: Owner/Agent disputes the following conditions noted above and will be seeking third party validation. Resident is required to participate in the validation process in good faith.
  • Removed section: Owner/Agent has not received a completed Condition at Move-In report from Resident by the due date set forth above. Owner/Agent has thereby completed this form and submitted it to Resident within 17 days of move-in (photos enclosed).

  • Now paired with M131 Unit Condition Report

M531 OR Unit Condition Report (Portland)

  • New form - added to packets to be used with M524 and M530

M532 OR Wear and Tear Addendum - With Security Deposit (Portland)

Verbiage changed to better reflect statutory language.

  • Title of the last section changed from “Flooring Material Cleaning and Replacement” to “Flooring Material Repair and Replacement:” First line change to state “repair and replacement” instead of “cleaning or repair” so as to better reflect the language of the statue.

  • Removed from use and the M522 Unit Inventory packet of forms.
