Special Session Update: HB 4213 Passed Oregon House & Senate Chambers
Special Session Update:
The state legislature has passed an extension of the moratorium on evictions for nonpayment of rent that includes excessive penalties on housing providers and allows people to exploit the crisis by withholding rent when they are actually able to pay.
Multifamily NW’s government affairs team fought aggressively around the clock to stop the bill however Oregon’s institutional special political interests dictated the final outcome.
Multifamily NW’s lobbying efforts did succeed in providing certainty in the bill for housing providers with the adoption of a sunset date for the moratorium. Without this crucial amendment, the moratorium would have potentially been extended indefinitely.
Additionally, with Multifamily NW’s advocacy, positive legislation was passed providing some protections for property owners who are unable to make scheduled payments on their mortgages related to COVID-19.
As Multifamily NW's legal and government affairs teams unravel the impacts of these policies, we will provide updated guidance for our members for compliance with the newly adopted rules on the moratorium on evictions.
