Update on Portland’s Fair Access in Renting (FAIR) Rules

Send Testimony on FAIR's Administrative Rules

The Portland Housing Bureau was tasked with creating administrative rules for the FAIR ordinances, set to become effective on March 1, 2020. On January 2nd they debuted the latest version of their proposed draft administrative rules. Public comment is open through January 17th and must include a first and last name to be considered. Comments can sent to RentalServices@portlandoregon.gov or mail to Portland Housing Bureau c/o FAIR Administrative Rules, 421 SW 6th Avenue, Suite 500 Portland, OR 97204.

The Fair Access in Renting (FAIR) ordinances were passed by Portland City Council in June of 2019 and substantially changed standard application and security deposit procedures. These administrative rules to not alter the mandates of FAIR, they only fill in some of the specifics absent in the original ordinance language. 

Links to the current versions of the FAIR administrative rules are below, with changes shown in red. Multifamily NW provided the Portland Housing Bureau with extensive testimony and feedback during the last round of FAIR administrative rule edits. Sadly, none of our specific suggestions were incorporated into the links below.

FAIR Education Opportunities

Anticipating the March 1, 2020 implementation of FAIR, Multifamily NW has many upcoming training opportunities to choose from.
