Oregon Rent Increase Limits for 2026: 9.5%

Every September, the State of Oregon debuts its annual limit on rent increases. The 2026 limit is 9.5% - read all details here. The Oregon Department of Administrative Services has published the new Consumer Price Index (CPI) for 2025, calculated at 2.5%. Pursuant to Oregon law, which set rent control for the state at the lesser of 7% plus CPI or 10%, the rent control limit for 2026 is 9.5% unless an exemption applies. Housing providers may only raise rent once per year.

While the rent cap applies statewide, housing providers must also ensure that they meet any other applicable requirements, whether set by federal programs or by local jurisdictions, such as the City of Portland or City of Eugene relocation ordinances. City of Portland and City of Eugene housing providers may NOT exceed this year’s 9.5% cap on rent increases.

Please remember that there are limited exemptions to the rent cap for affordable housing providers and for new construction. Housing Providers should not increase rent more than 9.5% without consulting with an attorney to ensure that an exemption applies and that all required information is included in the rent increase notice.

During the 2025 Legislative Session, HB 3054 was signed into law that dictates separate rent cap limits for manufactured home parks and floating home marinas containing more than 30 spaces. FYI for those properties the 2026 annual rent increase limit is 6%.
